When Pepper's owner passed away, she was surrendered to a shelter in Texas. She has now been rescued and is in a NorthStar foster home. Pepper is a spayed female Chihuahua who is 8 years old and weighs 14.5 pounds. Pepper would love a house where she could just hang out and live out her glory years.
